“专项扶贫模式与少数民族社区发展”系列研究执行摘要(英文版)

There are several research areas that need to be covered when aiming to enhance poverty reduction and development in ethnic minority areas. First of all, the basic characteristics of post-2010 Chinese ethnic minority poverty reduction need to be established with reference to inclusion policies. Ethnic minority areas' characteristics of poverty differ. It is, therefore, inevitable that they have different policy needs, which need to be taken into account by policymakers.


For example, policymakers should address aspects like the inheritance and adaption of indigenous cultures and people's spiritual needs in development process. Second, we need to aim for the diversification of poverty alleviation policies (which include guarantee policies). In order for poverty alleviation mechanisms to be more effective, they need to target regions, groups and individuals separately. Consequently, these mechanisms need to respond to the needs of the respective levels they are trying to address in their policies' content, approach and main measures. Third, our research findings could contribute to enhancing the policy guidelines' overall relevance and effectiveness, especially with regards to ethnic minority areas in the decade of 2011-2020.


Overall, the abovementioned areas of research have aroused extensive debate among researchers, while they have also been widely appreciated by society. Based on the research areas, Oxfam HK has financed cooperation between selected universities and institutes to publicize a research series on the Special Poverty Reduction Model and Minority Community Development. The series came about as the result of a themed seminar and the compilation of three evaluation reports on special poverty reduction models.
