 Oxfam Hong Kong's Strategic Plan 2013-2019: Helping the Least Advantaged
 
Executive Summary

1. Since its establishment in 1976, Oxfam Hong Kong (OHK) has worked with poor people and local partners to create a world free of poverty.

2. OHK’s poverty alleviation work is community-based, and we integrate our development, humanitarian, advocacy and education work. In the process, we ensure participation of the poor people so that they could exercise their civil, economic and social rights. We also highly value gender justice and promote gender mainstreaming in society (Please refer to Section 1 for OHK’s Vision, Mission and Core Values. OHK also recognises and subscribes to the “Oxfam Purpose and Beliefs” as endorsed by the Board of Oxfam International in 2011).

3. In the last Strategic Plan, OHK worked around the theme “Building Productive and Secure Lives”, thereby making livelihood and security our core programmes. We have achieved significant progress and improvements, but we can never be complacent. Our Strategic Review indicated that we should improve our programme learning, branding and organisational effectiveness.

4. Learning from the last Strategic Plan and taking into account the dynamic external environment, we set out five strategic goals for the next six years (2013 – 2019). The five strategic goals are elaborated in Section 3 of this Document, with highlights set out below. 

5. The five strategic goals for the strategic period of 2013 – 2019 are -
(1) Develop stronger focus on China: Bring Oxfam to China and China to Oxfam 
(2) Deepen the One Programme Approach 
(3) Utilise sustainable livelihoods and security as programme focus, with participation of poor people, building of civil society and gender justice as cross-cutting themes
(4) Establish a unique and clear brand identity and effective communication with our stakeholders, partners and the public
(5) Improve organisational effectiveness

6. In order to realise the above strategic goals, a series of organisational reform will be implemented at the initial stage of the strategic period. The details are set out in Section 4.

7. This Document sets out the directions, goals, principles and framework for the strategic period of 2013 – 2019. OHK will develop three two-year Operational Plans based on this Document in order to realise the strategic plan. A list of documents that should be read in conjunction with this Document is set out in Annex 1 – these documents assist readers to have a more comprehensive and accurate understanding of this Strategic Plan.
