乐施会是独立的国际发展及人道救援机构,致力于消除贫穷及导致贫穷的不公平状况。乐施会在世界各地以多元方法解决贫穷问题,包括推行社区可持续发展项目、人道救援及灾害防治工作、本土及国际政策倡导等。香港乐施会于1976年成立以来,已在全球70多个国家/地区开展工作。香港乐施会是乐施会国际联会的创会成员,乐施会国际联会的17个成员机构在全球92个国家开展工作。
现在我们正为以下的职位进行招募:

社会性别与公民社会发展(简称GCD)项目经理向中国项目部总监汇报,并与GCD团队成员在工作上密切配合。她/他作为团队主管,需要领导和支持团队工作,提升团队能力和士气,确保团队项目质量及合作伙伴的开发及关系建立与维护。在跨团队、跨部门之社会性别主流化和一体化的公民社会发展支持方面,她/他需要能与其他团队经理、项目官员等协同工作,促进相关团队的能力建设活动、学习计划、指导方针和政策制定等。她/他向筹募与传播同事提供针对捐助者的教育/互动和项目影响之公共传播,以及乐施会的价值观等指导支持。
 
一、工作职责:
主要工作职责:
1. 带领并管理社会性别与公民社会发展团队(英文简称:GCD);
2. 带领,指导,并协调中国项目部之社会性别项目、NGO发展项目,以及青年教育(发展教育)项目;
3. 将社会性别主流化和一体化的公民社会发展融入贯穿于中国项目部在内地的各个项目。
具体职责:
1. 制定并领导中国项目部有关社会性别项目、NGO发展项目、青年教育项目,以及社会性别主流化和一体化的公民社会发展项目之策略规划和年度计划的实施与评估;
2. 建立能力强并充满活力的团队,使之在团队建设、达成共识、员工发展及机构学习等方面具备多种技能;
3. 执行管理及行政职能:建立有效的团队管理体系,遵守机构的项目、财务、人事、行政等各项规章制度;
4. 积极参与中国项目部及乐施会之管理团队工作,并对机构和部门发展与管理贡献意见和建议;
5. 与各国乐施会及国际乐施会、政府合作伙伴、地方及区域合作伙伴及机构、国际NGO、媒体等相关群体积极交流,执行沟通及代表职能。
 
1. 认同乐施会的使命与愿景,尤其是社会性别公正性,公民社会发展,多样性及参与性发展等;
2. 5年以上与上述职责相关的扎实稳定的工作经验,至少2年涉及策略规划、预算编制及团队管理相关经验;
3. 在中国的扶贫与发展、人道主义、贫困问题等方面具前瞻性思维;
4. 在社会性别和公民社会领域有较强的理解和丰富的经验;
5. 具备较强及较丰富的项目研究与管理经验,及较广泛的政策发展链接基层项目的论证能力;
6. 在国内发展研究和政策工作领域,具策略思维及分析能力;
7. 优秀的领导技能;
8. 优秀的管理技能;
9. 出色的中(普通话)、英文书面及口头沟通技巧。

The international and independent development and humanitarian organization tackles poverty in four main ways: sustainable development in poor communities, disaster relief, local and global advocacy, and education with Hong Kong youth. Established in Hong Kong in1976, Oxfam Hong Kong is a founding member of Oxfam, an international confederation that has assisted poor people in 92 countries. Oxfam Hong Kong alone has supported poor people in over 70 countries/regions.
We are recruiting the following position:
 
                                                                                                                               Programme Manager ? Gender and Civil Society Development
 (1-position, 3-year contract, based in Beijing office)
 
Programme Manager ? Gender and Civil Society Development reports to the CPU Director and works closely with members of the GCD team. As a team leader, s/he provides guidance and support to team members to promote team spirit, as well as to ensure programme quality and partnership development. In relation to the cross-team/ cross unit support on gender mainstreaming and promoting civil society development, s/he works with other team managers and programme officers to facilitate relevant capacity building activities, programme learning, guidelines and policy formulation. S/He provides support to fundraising and communication colleagues for donors’ education/interaction and public communication on programme impacts and Oxfam’s values.
 
A. Main Responsibilities
1. To lead and manage the Gender and Civil Society Development team (GCD).
2. To lead, supervise and coordinate CPU Gender Programme, NGO Development Programme and Youth education (Development Education) Programme.
3. To facilitate and support gender mainstreaming and integration of civil society development into CPU in-China Programme.
Duty Statements
1. Develop and lead the implementation and evaluation of Strategic Planning and annual plans of CPU gender programme, NGO development programme, youth education programme and mainstreaming gender and civil society development into CPU in-China Programmes.
2. Develop a strong and highly motivated team with multiple skills: team building, consensus building, staff development and institutional learning.
3. Perform management and administration functions: undertake systems establishment and ensure compliance with finance, personnel, and administrative policies.
4. Perform middle management functions by contributing to the CPU management team and OHK management team.
5. Perform communication and representation functions: with Oxfam affiliates and Oxfam International; Government partners, local and regional partners and organizations, international NGOs, media etc.
 
B. Requirements of the person:
1. Commit to Oxfam’s mission and visionespecially gender justice, diversity and participatory development.
2. A recognized degree with 5+ years of solid work experience relevant to the above responsibilities in which at least two years is preferable at a managerial level involving strategic planning, budgeting and implementation.
3. A leading thinker on development, humanitarian and poverty issues in China.
4. Have strong understanding and proven experience in gender and civil society issues.
5. Have strong and proven programme and research experience, and demonstrable ability to link grassroots programme experience with wider policy development.
6. Strategic thinking and analytical skills in development studies and policy work in the context of China.
7. Excellent skills in leadership.
8. Excellent skills in Management.
9. Excellent written and verbal communications skills in both English and Chinese (Putonghua).
 
C. Welfare:
Oxfam will provide the staff with generous welfare:
